Rec. Oct. 30, 6.30 p.m. Paris, October 29. A communique adds two points to Mr. Herriot's proposals. Firstly France to agree to a general reductiori of short term services for all metropolitan land forces, providing disarmament is independent hetween land, sea and air armies; secondly, to provide that residents of overseas territory shall retain specialised forces. An official, associated with the preparation of the plan, declared that the plan is deliberately elastic. There is no question of resusicating the protocol with eompulsory armed assistance. The plan merely proposes regional mutual assistance completing Locarno. It does not mean that Great Britain will be asked to join in an Eastern Locarno or supply troops for a common army to be held in readiness to suppress aggression, which is merely a continental affair, similarly it does not affect -armies for colonial serviee like Britain's which are not expected to adopt conscription.
