HERRIOT OUTLINES PLANS FOR PROVISION OF SECURITY mutual assistance

Herriot, in a statement ih the Chamfier of Deputies, said that France would accept General organisation and reduced short-time serviee for her metropolitan and land armies, providing all bodies not in conformity therewith were disbanded — -for example, the Reichswehr. An internationally-regulated internal police force with the right of investigation as recognised by the Locarnq and completed by European pacts. Mutual assistance, providing a force sufficient to suppress aggression; and The eompulsory arbitration of all disputes. He thought the United States should grant guarantees of security and that members of the League should undertalce to fulfil the obligatiohs of Article XVI. of the Covenant._ He would ask the Chamber to ratify Ihe plan if it were adopted at Geneva. .. The scheme presented no danger to FranCe who would rally round all her frieniis if necessary. M. Herriot reeeived an ovation on leaving the tribune.
