Rec. Oct. 30, 7.0 p.m. London, October 29. An Englishman, who returned from a visit to the ex-Kaiser at Doorn, told the Guardian that the Kaiser is little changed, except in appearance. He spoke freely of England, but did not inquire after, or mention the English Royal family. "You have nothing but conference after eonferenc-e, but nothing happens," said the Kaiser. Wilhelm said that he himself did not want the war, but was bullied into it by his son. He made a great point of the fact that he never signed the declaration of war. He hoped that the Hohenzollern dynasty would revive, but not with him. The Kaiser reads German, French and English papers daily, and is remarkably informed on currency events. He is quite happy in exile.
