Rec. Oct. 27, 7.5 p.m. Paris, October 27. The establishment of international aerial police, international control of military budgets and the mariufacture of arms, and the suppression of pseu?do-military police forces, are among the proposals believed to be included in France's disarmament plan, which will be shbmitted to the Disarmament Conference on December 1. This will result probably in at least 20 per cent, reduction in France's military estimates. This forecast is based on a report of the disarmament plan adopted at a meeting of the committee of the Radical Party. In reference to arms equality, the report says that Germany, by renouncing all intentions to re-arm, would take her normal place in the European international framework. The report is particularly s'evere in dealing with organisations c'onstituting armies under the. pretext of their being political police, though it admits it may be necessary to combine the regular army and the militia.
