AMERICA MUST BUILD IF NEGOTIATIONS FAlL STRONG NAVY.NEEDED

In serving notice on the world that his Government considefs land afmament is pre-requisite to further naval reductions, the President, Mr. Herbert Ho over, to-day issiied a statement making known the Government's attitude toward disarmaments. It ' is also regarded as another attempt to galvanise negotiations into action. Mr. Hoover said the failure of these negotiations would compel the United States to tbuild its navy to the full treaty strength. "This administration has spared no reasonable effort to bring about an agreement among all nations upon a reduction of arms upon the ratio agreed upon at the London eonference. Our patience in these negotiations has never for one moment jeopardised the safety of the United States," he said. "If these efforts finally fail, we will he compelled, by reason of the conditions prevailing throughout the world, and the necessity of protecting American com-
merce, to build our navy to the full strength provided by the London Treaty, equal to that of the most powerful in the world. "I neeck not emphasise the vast expenditures that would be involved by this or the blow it would deal to one of the most cherished aspirations of our people."
