OLD PRECEDENT

INTERESTING POSITION IN DEBATE ON BIBLE IN SCHOOLS ("Post" Special Commissioner) . Wellington, Thursday. An interesting position arose today during the second reading of the Religious Instruction in Schools Enahling Bill in the Legislative Council. The voting resulted ten for and ten against. The Speaker, Sir Walter Caxmcross, said he would follow the praetice laid down by the Speaker of the House of Commons (Henry Addington, Viscount Sidmouth), in 1796. On that occasion, a similar position arose axxd Addington stated : "Upon an occasion when it is a question for or against a measure going for further discussion, I would always vote for ' further discussion." Sir Walter Carncross said the praetice had been followed ever since and he would not depart fronx it, and he would vote for the second reading. Had the division been on the final stage of the Bill, he, would have mpst probably voted against it.
