DULL DEBATE
DISCUSSION ON OTTAWA AGREEMENT DRAGS . ON ("Post" Special Commission ex*).. Wellington, Thursday. The House of Representatives spent its third day to-day discussing the Ottawa agreement and almost throughout, the debate was unusually dull. Speakers have now got into well defined grooves which ai'e far froxn illuminating.
