London, Oct. 3. . The retirement of Mr. James McNeill from the office of GovernorGeneral of the Free State has caused consternation in constitutional circles in Dublin. Mr. Cosgrave's paper, the Leader, in an editorial, says: "Mr. De Valera has taken three months to remove Mr. James McNeill, which is in accordance with the treaty, although perhaps he does not realise it. Surely Mr. De Valera within three months will have found a successor to submit to His Majesty. If he 'does not provide a suqcessor he, will be ending the constitution, as a Judges' Commission does not aceord with the treaty. Thereafter, the next step is the declaration of a Republic." It is stated that Mr. Sean O'Kelly (Vice-President of the Executive), when he discussed with Mr. J. H. Thomas at Ottawa a renewal of negotiations on the land annuities, insisted that a preliminary condition was the removal of Mr. McNeill. Government circles are of opinion that Mr. De Valera may appoint himself Governor-General, adding that the Free State at present does not intend to leave the Commonwealth.
