OTTAWA RATIFICATION
Rugby, Sept. 10 Arrangements are well advaneed for the ra-assembly of the British Parliament on October 18. It is anticipated that about a month will be required to complete the business of the session, including the passing of the legislation necessary for givingeft'ect to the Ottawa agreements. In that event there will only be a few days' interval hetween the end of the session and the beginning of the new one. The State opening will be toward the end of Novemher. The' attitude of the Liheral mem-
bers of tho Govemment iowards the fiscal issxx-'s arising out of the Ottawa Conference is still engaging considerable pxiblie attontion. The Times says the reasons which induced the Liberals to stay in the National Govemment last Novemher and last Pebruary have lost none of their l'orce. The Manchester Guardian says that although no decision has yet been taken it cannot longer he delayed, and a further meeting of Liheral Ministers will be held. If they decide that the political outloolc still necessitates a National Govemment and apply tho i'ormula of agreeing to differ on the Ottawa agreements, they will make a public statement of the reasons for sxxch decision.
