Rec. August 19, 5 p.m. Ottawa, August 18. The fact that the negotiations late this afternoon appeared not to be reaching finality led to the impression that the result would be disappointing if not a deadlock, but assurances by Messrs. Bruce and Coates later gave a new complexion. It is confidently expected that the terms of the meat agreement will be mutually satisfactory. There is a feeling that Britain's restrictive measures will touch Argentine chilled beef lightly, inasmuch as the Dominions have not the same commodity to replace it. The specific quota figures will form the subject of the concluding stage of the negotiations to-mor-row morning.
