SCHEME FOR INDIA
ENDEAVCUR TO SETTLE THE COMMUNAL PROBLEM RUGBY, Tuesday. An announcement of great importance to India — namely, the Government's provisional scheme for the settlement of the communal problem, will be issued on Wednesday. The Government regretfully undertook to provide a settlement in view of the failure of the communities at the Round Table Conference in London and in India to x*each an agreement. The Government undertoolc the task at the request of the Indians themselves, and it is hoped the provisional scheme will effectively remove the obstacles which at present are impeding the worlc of constructional reform.
