WESTPORT, Tuesday. The conference between the Coalowners' Association and reprosentatives of the West Coast Distriet Council was resumed this morning, the provisions of the new proposals being discussed in relation to the old agreement. A mutual spirit of conciliation is being shown, and there is every possibility of a successful and satisfactory arrangement being reached tomorrow.
