Rec. July 13, 7.0 p.m. DUBLIN, Wednesday. Mr. de Yalera, in the Dail, announced that in the event of an agreement with Great Britain regarding the personnel of the proposed arbitration tribunal, the Dail would be summoned from recess to give approval if ifc was considered desirable. He added, "We are anxious for arbitration at the earliest possible moment." The Minister of Justice, Mr. James Geoghegan, stated that the police had reported that drilling* was going on in places without Government authority.
