The Daily Telegraph Dublin correspondent, says that the Free State has deliberately excluded the Governor General, Mr. James McNeill, from the State Reception to the Papal legate, though it has been pointed out that the Eucharistic Congress is international and not political. A member of Mr. de Valera's party stated that if Mr. McNeill is invited, the majority of de Valeraites will leave the building.
