DUBLIN, Monday. The Governor General (Mr. James McNeill) has given his assent to the special Act enforcing a legal holiday for the period of the Congress, which will begin to-day with a general Communion. Throughout Ireland prayers were offered for the success of the gathering, and the huge camps for the accommodation of Irish pilgrims which have been established in the neighbourhood of Dublin are rapidly filling.
