Rec. May 31, 9.30 p.m. LONDON, Tuesday. To-day Germany and France are rirtually without Governments, while i mere fortnight ahead is the Lausanne Conference, whieh the Prime i Minister, Mr. Ramsay MacDonald, insists is faced with even bigger problems than dehts and reparations, namely world trade. The British and Continental Press are agreed that events in Germany are fraught with momentous possibilities. The British Cabinet meets to-day and Mr. MacDonald is reported to be ieeply concerned and eager to re;urn to London earlier, while France s anxiously awaiting developments. President Hindenburg has now hree courses open to him. The forma;ion of a new Cabinet on a Parlianentary bnsis, and the prospects of ;his are considered excellent, the esjablishment of a virtual dictatorship, ndependent of the Reichstag, and the appointment of a provisional Cabinet ivhich wil! dissolve the Reichstag and mnduct a general election. This is .'egarded at present as certain to result in a Cabinet hased on the Nazi najority.
