The Overseas' Settlement Committee is in the position of a contractor who has no ground on
which to erect a house, and therefore cannot direct or control expenditure, but chartered companies would acquire land in various parts and establish settlers, dir.ect production along the most scientific lines and use eredits arising from the disposal of primary products, to the best advantage of British exporters.
