VECCHIA (Malta), Sat. English residents are incensed at a speech by Signor Giunta, Under-Sec-retary for the Interior in the Italian Government. Addressing local Fascists when en route to Tripoli, Signor Giunta, associating his Ministerial colleagues with his remarks, said in reference to the Maltese Government's decision to exelude the teaching of the Italian language from the elementary schools of Malta: "If England pulls the cord too hard, it will snap. Cannons and fleets cannot check the rise of the people."
