FRENCH PRIME MINISTER IN CRITICAL MOOD HANDLING MANCHURIAN CRISIS

PARIS, Saturday. Discussing the foreign affairs Budget, which the Senate had approved, M. Tardieu, the Prime Minister, said the League of Nations had displayed an unexpected weakness in handling the Manchurian situation. "The League's weakness must be repaired. It is necessary to reinforce it urgently. Its weakness justifies the French arms thesis," concluded M. Tardieu.
