WIDESPREAD PROPAGANDA IN SPAIN AND PORTUGAL SUCCESS NOT EXPECTED

LONDON, Saturday. The Times' Madrid correspondent says that Russian agents of the Communists are seeking to make Spain and Portugal into Red units. There is no great Communist Party in either country; nevertheless Socialists, Syndicalists, Anarchists, Communists and workmen's groups have been formed to fish in troubled waters, and Russian representatives are supplying the bait and tools, including money, arms and bundles of propaganda. The bookshops are crowded with translations of Russian social doetrines. A Communist Congress was held at Seville, where the famous Holy Week ceremonies were suppressed. The proceedings were notable for the violence of the language of" the speakers, who included several deputies. They declared that- the "recent revolution was farcial, resulting in bloodier oppression than King Alfonso's regime," and called on the peasants and factory hands to unite for a new and redder rebellion. There are two reasons why Communism should fail in Spain — firstly the common sense of the Spanish people, and secondly, the strong army of heavily-reinforced police, who are equipped and specially trained for shock tactics. It is even more doubtful if the milder Portuguese will be responsive to Communist doctrines.
