WELLINGTON, Wednesday. In the House of Representatives today, Mr. W. E. Barnard (Labour, Napier), asked the Minister in charge of Unemployment, the Rt. Hon. J. G, Coates, whether State Departments had been instructed to take advantage of ' the Unemployment Board's No. 5 scheme. He said that the Railway Department recently had asked the Unemployment Committee to provide men under the No. 5 Scheme. ' In reply, Mr. Coates said that the. him of the Unemployment Board was that meri under the No. 5 Scheme and other schemes should be placed iri useful work, bnt it was laid down that they should not replace men already in employment. The departments were asked to recommend in the broadest terms work which could he undertaken by unemployed to the greatest advantage of the country.
