NEW YORK, Tuesday. The pound sterling soared 173 cents on Tuesday to 3 dollars 703 cents for cable transfers, the highest since last autumn. The Canadian dollar is quoted at 9 cents or a quarter of a cent lower than on Monday. Foreign exchange dealers said that New York was a substantial buyer of sterling, though most of the buying originated in Europe. A sharp rally absorbed all offerings made by the British Treasury, which is said to be eager to hold the price down. The "world has turned bullish oii sterling" was the explanation of one buyer.
