PAINLEVE FAILS
ABANDONS ATTEMPT TO FORM CABINET Rec. Feb. 21, 5.5 p.m. PARIS, Saturday. M. Painleve . has abandoned the task of f ormjng a Cabinet, owing to refusal of the Right and Centre Party leaders, M. Laval, M. Tardieu, and M. Reynaud, to join the Government as M. Painleve had not offered any of them the Ministery of Interior. It is expected that the President, M. Doumer, will invite M. Boncour and M. Barthou to form a Cabinet.
