Rec. Feb. 22, 12.5 a.m. PARIS, Sunday. M. Tardieu has formed a Cabinet of 13 members, eight fewer than the previous Ministry. Seven of the Ministries are combined. An innovation is the Minstry of National Defence, which absorbs the Ministries of _War and of the Navy. Some new Ministers are: — Foreign Affairs, M. Tardieu; Labour, M. Laval; Finance, M. Flandin; National Defence, M. Petri; Interior, M. Mahieu ; Justice, M. Reynand. The President received the Ministry at 12.50. . The new Cabinet will meet Parliament on Tuesday and M. Tardieu will retura to Geneva on Wednesday.
