OPPOSITION TO GOVERNMENT DEALING WITH UNEMPLOYED NO REVISION OF TARIFFS

Rec. Dec. 8, 5.5 p.m. WASHINGTON, Monday. The President, Mr. Herbert Hoover, in his annual address at the opening of Congress, outlined the efforts made to meet unemployment and other emergencies dUe to. the depression, and added: "We must put some steel beams in the foundations of our eredit structure." Mr. Hoover drew attention to the huge deficit in the Government's finances and recommended the establishm'ent of a group of discount banks throughout the country to make loans on homes, and thus encourage home building. He also recommended the reconstruction of the finance corporation, with authority to issue its own tlebentures and aid the varied busiiae'sses that are in difficulties due to the depression. He expressed opposition to direct or indirect Government dealing with the unemployed, and attributed the present unemployment in Europe to this cause. Mr. Hoover proposes to oppose any general congressional revision of tariffs.
