LEAGUE COUNCIL'S ADVICE TO CHINA AND JAPAN ; ... OBSERVERS GOING TO SCENE

Rec. Nov. 26, 10.30 p.m. PARIS, Thursday. As president of the League of Nations Council M. Briand has telegraphed to the Chinese and Japanese Governments requesting a cessation of hostilities. After a long telephone conversation between General Dawes and the Secretary of State, Mr. Stimson, in America, the former advised Ghina and Japan to accept. The belligerants are advised to implement the resolution by which they deelare themselves bound to order their commanders to refrain from provocative initiative, and so avoid the further aggravation of the situation. If China or Japan rejects the resolution, further action is to be considered. Observers will now be sent to the disturbed areas by the different States, and not as representatives of the League Council. The British military Attache and other observers will proceed to Chin Chow, Tsitsihar and Arganchi. French and Italian observers w'^1 go to Chin Chow. The' Council will meet again on November 26.
