China has accepted the League of Nation's Commission of Inquiry, conditional upon the immediate cessation of hostilities and the completion of the Japanese evacuation within a definite time. It is understood that Japan demurs at the immediate cessation of hostilities. China asks the Council to establish a neutral zone, to he occupied by British, French, Italian and other neutrals, which would enable China to withdraw her forces within the Great Wai.. The smaller powers deelare that Great Britain and Franee are wrecking the League Covenant by passing such weak resolutions.
