President Hoover, in an Armistice 3ay address, although he expressed ;he belief that progress was being nade toward restoration of eonfidmce among the nations, asserted that 'the backwash of the forces loosened )y the war had grown until the stablity of many nations was greatly shaken." He exhorted the world, which was tnore heavily armed than even before the Great War," and in which "men can secure public attention and even their living" by stirring up hatred, to give "conclusive demonstration that progress was being made in relieving the stress and strain which now so oppress the family of nations."
