Rec. Oct. 23, 7.0 p.m. MELBOURNE, Friday. The seamen to-day are considering the strike proposals. It is understood that the majority are against the general holding up of the inter- State ships. No strike notices were given this morning to the owners of ships in port. The crews are apparently ignoring the Sydney position.
