By Telephone — "Post" Special Service. LONDON, Monday. The "Daily Herald" says the Conservatives hpaded byMr Neville Chamberlain who have been pressing for an early election, have carried the day. Plans are being made for a dissolution of Parliament next week. The polling day will be Thursday, October 15, when the new register of electors will operate. .The Conservatives will fight the election on the tariff issue.
