Tbe World’s London correspondent says advice received from American business men in London indicate that neutrals are growing in the belief that the end of tbe war is approaching. Britain’s explanation regarding* the examination of mails stacks that it has been proved that bags from one neutral country to another contained rubber and coffee disguised as papers. What appeared as business circulars were really German propaganda. Thus it was difficult to pass mails without examination. The despatches show why tbe mails were facilitated by examination in Loudon rather than elsewhere.
