The Czar vetoed a Bill Naval General Staff after it had passed the Duma aud the Council of the Empire. The Government introduced the Bill with the Osar’a consent, but the Reactionaries, led by Count de Witte and Count Daraovo, persuaded the Czar that the Bill was an attempt to undermine the autocracy. De Witte’s real object was Count Stolypin’s resignation, but the Czar refused to accept this.
