PORTO RICO.

President Taft, in a message to Congress, says a grave situation exists in the Island of Porto Rico owing to the failure of the Porto Rican Assembly to pass appropriation Bills. It is evidently incapable of self-government. Political power was extended too soon. The President recommends the compulsory appropriation of the necessary funds.
