Baron Komura, speaking in the Diet, insisted on Japan’s good relations with all Powers. The alliance with Britain stood on an enduringfoundation and Japan was relyingon the sense of justice of Americans regarding anti-Japanese legislation.. The Japanese should concentrate in the Far East. The Government was enforcing the restriction of emigration to the United States. Baron Komura announced that Japan would notify the Powers in 1910 of the termination of ail existing ‘ commercial treaties, giving a year’s notice* with a view to negotiating new treaties on the basis of reciprocity.
