Commissioner Howell, bead of the Salvationist Emigration Department, makes a vigorous reply to Mr Trotter, the Canadian Labourite, who complained of the quality of the emigrants. He appeals to the opinion of a large section of the labour interests in Canada regarding the suitability of the Army’s immigrants. The latter were placed on the land and not among the unemploye 1 in the cities. *
