Mr Henniker Heaton, in the Financial Review of Reviews, advocates a penny a word for telegrams throughout the Empire, and eventually throughout the world. He urges that the Home and Colonial Governments should acquire all the laud lines and inter-imperial cables at a fair valuation, and work them for the benefit of the whole people.
