President Roosevelt, in a special message to Congress, cites the views of Mr Bonaparte, the Attorney-Gene-ral, that the circulation of any periodical advocating murder, arson, or treason, constitutes seditious libel, and is undoubtedly a crime at common law. In the absence of a Federal statute, the Federal Courts have no jurisdiction. The Postmaster will now be instructed to such publications from the mails, but further legislation by Congress is required. The message says that, compared with the suppression of anarchism, every other question sinks into insignificance. The Senate at Washington passed the Employers’ Liability Bill.
