THE GAMING AND LOTTERIES BILL. Per Press Assoioation. Wellington, November 21. In tho House, a motion to.go into committee on the Gaming and Lotteries Bill was carried by 50 to 2. Tho House adjouruued till 5.30 p.m. In tho discussion on sub-clause 3 of clause 34, which gives power (object to tho Governor’s approval) to exclude from racecourses any specified class of persons subject to tho conditions prescribed in the regulations, notwithstanding tho fact that the racecourse forms part of a reserve, Mr Ellis’s motion to strike out the latter proviso was rejected by 36 to 18. Clause 35 provides that every Racing Club authorised to use the totalisator shall, on application grant bookmakers’ licenses. Mr Guinness with a view to testing tho feeling of tho House ns to whether they should legalise bookmakers or not, moved to strike out the first lino of the clause. This was rejected by 20 to 24. Mr Witty moved to strike out the words “shall license” with a view to .inserting “may license.” The amendment was rejected by 20 to 37 and clause 85 was passed by 28 to 37. Mr Davoy moved the insertion of a now clause to ; provide that the Racing Clubs using the totalisator shall pay dividends to tho nearest sixpence. Carried by 37 to 35. Mr Davoy moved as a now clause “That on and after tho first of August, IPOB, tho number of days on which tho totalisator shall bo used at all race mootings shall bo reduced bv one sixth. The clause was carried bv 30 to 23.

A new schedule to tho Railway Classification Bill was introduced 3.35 a.m. by Governor’s message. - Tho House adjourned at 3.40. The Council met at 3.30 p.m. Tho Attorney-General moved tho, second reading of tho Native Lunds* Settlement Bilk Tho debar** pro-, cecdod until 5 p.m., when tho Council adjourned till 7,30 p.rq. Tho Council resumed at 7.30 p.m, Tho second reading of the Native Laud Bill was argeed to by 25 to a, put through committee, road a thin] time and passed by 24 to I, Tho Council rose at 0.30 till U a.m. to-morrow. “ November 22, Tho Council met at 11 a.m. Tho Public Servl/w. a ouperaunuation mil was further considered in committee. Clause 41 provides for titb inclusion of tho teachers’ superannuation fund iu the Public Service Superannuation Puiid. Tho Attorney General stated that teachers wore not properly “public servants,” ag teachers had their own superannuation fund and before it could ho grafted on to tho fund provided for iu this Bill a largo number of workiug amendments would have to be made. The Government proposed to have tho matter carefully considered during tho recess and next year it hoped to bo able to bring tho schemes into consolidation. He moved that the clause ho struck out which was agreed to. The Bill was reported, i received a third time and passed. 1 A committee was sot up to inquire during tho recess into tho most suitable way of perpetuating thy memory of those who hUd occupied the position of Speaker of tho Conn, oil since the inception of Central Government.
