THE PEACE CONFERENCE.

Tho First Committee of the Peace Convention, by 80 to 6, adopted the principle of obligatory arbitration on specific subjects by means of a general convention. Japan abstained from voting. The minority consisted of Germany, Austria, China, Greece, Roumania and Turkey. Germany argued that whereas in international as in private affairs everything depends upon tho spirit of tlje agreement, aud ,this in turn is dependent upon individual character and the traditional relations of the contracting parties, no Power under the Committee’s plan can tell beforehand with whom it may have bound itself to arbitrate, and also emphasised the difficulty of differentiating between judicial and political questions. London, October 7. English newspapers ridicule the impassioned rhetoric at the Hague Conference over the application of obligatory arbitration to eight little trumpery subjects while all of real international importance are excluded.
