It is officially announced that tho six South Eastern Governments of Russia are threatened with a cholera outbreak. The police, hearing of an automobilists’ plot to kill General Roedighor, Minister of War, captured tlie motor and arrested four armed occupants at tho moment appointed for the assassination.
