It admits that tho Foreign Ministers have agreed that neither tho Eurojre nor tho Far Eastern situation is anyway threatening and Franco’s and Spanish action ip Morocco cannot occasion complications. It states that it is recognised tnat the Russo-Japan-ese Convention and the impending Russo-British Convention will conduce iu the highest degree to the world’s peace.
