Hague, August 1. The fourth committee by 25 to 5 adopted the British proposal abolishing contraband. The United States, Germany, Russia, Montenegro and Prance constitued the minority. Japan and two other countries abstained from voting. Tbo importance of the Powers which opposed the British proposal for abolishing contraband neutralises the significance of the British siiccess in that direction, and despite the fact that the Fourth Committee adopted the proposal it is considered improbable that the conference will endorse the committee’s vote.
