FRANKLIN COUNTY COUNCIL

October Meeting The ordinary monthly meeting of the Franklin County Council was held in the Council chambers, Hall street, Pukekohe, yesterday when there were present—The Chairman (Cr W. Claud Motion), Crg J. S. Montgomerie, T. W. Woods, J. A. Short, W. H. Thomas, J. Keith, T. J. Lockwood, and H. Wilcox, the Clerk (Mr Alan P. Day), and the Engineer (Mr J. P. McArthur). Cr Reid arrived later. THAT £IO,OOO.

With reference to the Council's application for a loan of £IO,OOO for the Awhiturldng, the Public Trustee wrote stating that the Chairman (Mr W. Claud Motion) and Cr B. T. Keid, inteiriewed him with a request that the application be reconsidered. He pointed out that he informed the deputation that owing to the heavy commitments of the Office it was quite impossible to do anything in the matter at present. It was suggested, he added, that if the application was renewed about Ist April next it would be further considered, but on this point no definite promise was given,—Received.

NEW BRIGHTON WHVPP. <., In reply to the Council's letter asking that the Government grant of £SOO for the erection of a wharf at New Brighton may be increased to £750 the Marine Department advised that the Minister for Marine regrets he does not see h ; s way to make any increase in the sum of £SOO which is provided for in the Estimates for the current year.— Received, <levkdon-uum;a koai». The Minister for Public Works (Hon. W. Fraser) in reply to the Council's application for a free grant for the formatioa of the ClevedonHunua Road and for the erection of a bridge across the Wairoa River, stated that the request would have his consideration when the Estimates for the year were being prepared.— Received.

MOI'MOVKAI. Messrs A. McNeil and J T. Sunjich, Moumoukai, requests 1 the Council to widen the roads giving access to their respective properties and the expenditure of the " thirds." The Clerk stated that as the applicant had his rates remitted whilst on active service, there wou'd be no thirds.—On the motion of Cr Lockwood, seconded by Cr Montgomerie, that the matter was put in the hands of the engineer to attend to. SEfTLESIENT ROAD. Mr Gilbert Wilson and eight others, Drury, requested the Council to attend to the hill on Settlement Road, Papakura.—Left to engineer and riding member to make the necessaiy improvements. ALLEGED 3URVEV ERROR. Mr J. W. Kennedy, Pollok Settlement, drew the Council's attention to a survey error and the position of a surveyed road-line abutting on his property.—ln November 1916 Mr F. J. Mackay wrote the Council re the same matter.—Decided that the writer be communicated with, explaining that the matter was one for the Lands and Survey Department to deal with. The engineer and riding member wou'd visit and inspect, with a view to furtfier action.

PUKEKOHE F\ST A petition signed by thirteen ratepayers in the Pukekohe East riding requested the Council to proceed with the formation of a Special Rating Area and raise a loan of £SOO to construct a road from Dominion Road, Tuakau, to the RezorbackWhangarata Road. They pointed out that they understood the Counoi' had already the pronrse of loan money and also that a Government subsidy of £250 was available for the work. They agreed to the inclusion of their respective properties in the* special rating area requ-'red to be formed and also pledged thenselves to sign the formal ratepayers' consent to the raising of the loan after such rating area was formed.— Supported by Cr Wilcox and left to him and engineer to proceed.

SMEEd's KOAD.

A petition signed by six ratepayers in the proposed Smeed's road (Tuakau) special rating area requested the Council to proceed with the formation of a special rating area for the purpose of raising a loan of £6OO for the formation and metalling of the road known as Smeed's Road, Tuakau, from th« Whangarata-Tuakau main roads, to the north eastern corner of Section 31, Parish of Tuakau. Two of the ratepapers, Mr J. Fulton and Mr Hyde would not sign the pet't'on. Ur Wilcox said Mr Fulton's objection was made on the grounds that he had purchased a certain section to give him access from the back, and not from the ro-id mentioned. He, however, did not want to adopt a hostile attitude.

The Clerk pointed out that the back sec ion would benefit. On the motion of Cr Wilcox the Clerk was instructed to take ihe necessary steps to raise the loan. RAMARAMA Mr Geo. Redelph, Ramarama, re quoted thn Council to attend to a road leading *° his property.-Left to Cr Thomas to inteiviaw the applicant. M U'KU ANH WAIUKO A petition signel by Joseph Henrv and 30 other ratepayers of the Manku and WihiVu riding, requested the C«iuu<:il to have the old Mauku Bridge, on the Drury-Wai-uku main road, replaced by a concrete structure. Tae Chairman stated that a concrete culvert was really all that was require l , the present big span being unnecessary. On the motion of Cr Montgomerie, the engineer was instructed to prepare an estimate for a concrete btiooluve, and elso for repairing the present bridge. PROPOSED ROAD Mr Jacob Schlaepfer, Helvetia, forwarded plan of proposed road, giving access to several sections on his estatj. lie gave a guarantee that the work of forming the road would be done if given reasonable time.

Cr Montgomerie moved that the road be taken over subject to the work of formation being done to th» satisfaction of the Council. lUiXUA Messrs Heald Bros. Hunua, ask*d the Council to complete the work on roid leading to their propel ty. Cr Lock wood regretted that there were no funds available, though something might be done if Mr Heald would assist. However, an endeavour was being made to get a grant for that road, and in the meantime he would see Mr Heald, and let the Engineer know the result. MAHAMiRUA Mr W. Heaven, Maramarua, wrote stating that the portion of the Main East Coast road fro.n Pokeno to the Hauraki Plains, near Surrey Farm, was in a very bad state and required immediate attention. He asked the matter to le attended to at once. A Councillor remarked that he bad no idea of constructing a road to " Heaven."—Decided to reply that the matter was one for the Public Works' Department. DKUKY The Drury Branch of the New Zealand Farmers' Union, urged the Council to take to safeguard the roads against damage by a firm of sawmilUrs, who intend carting logs to the Drury Railwiy Station The clerk stated that steps were hsing to ensure that tha by-laws re traffic were complied with —Received.

GOOD ROADS ASSOCIATION The chairman being unable to attend, Cr T J. Lockwood was appointed Council's delegate to the Good Roads Association conferrence at Wellington. MANQATANGI NEW BRIGHTON LOAN, £SOOO Public Works wrote that a voucher for £994 16s 2d had been forwarded, in settlement of the balance of the above. POKENO Cr Keith apked for repairs to to a bridge on the Pokeuo-Mauugata-whiri road.—Agreed to, MAUKU On the motion of Cr Montgomerie, it was decided to advertise for a working foreman for Mauku riding. AKA AKA A petition was received asking the Council to acquire land from Aka Aka cheese factory, towards Waiuku Railway Station. This was supported by the chairman and Or Keid, and the latter and the engineers were deputed to ascertain the cost of road,
