INTERMARRIAGE WITH GERMANS.
WHY I WOULD PUT A BAX OX IT IN FUTURE By Sir JAMES CRICHTOX-BROW'XE Certain important questions in eugenics connected with the inter-mar-riage of races of different physical and mental qualities, and especially connected with inter-marriage between the more civilised and advanced and the more backward .and the coloured races still await solution. But there is one eugenic question in connection with the inter-marriage of races that may he regarded as decided, and the answer to that is that there must be no inter-marriage between the English and the German races for 100 years to come. In the case of Germany it is not backwardness that is to be considered, but degeneracy and demoralisation. Degeneracy has been going on in Germany since the F/ranco-German war, and under the stimulus of war it has burst out into what may be called demonomania. a form of mental aberration marked by fiendish propensity. Treachery, greed, lust and cruelty seem now to be large, dominant factors in the German nature. They are practically a race of criminals, potential or declared, and as regards marriage with Englishmen or women they should be regarded as mere gaolbirds > beyond the pale. WHAT WE MUST MAINTAIN. If we would maintain the purii* - of our race and pass it on to our children: if we would preserve these spleudvi qualities—courage, endurance, man'mess, uprightness, honesty. s>mpathy. good humour —under the most appalling trials that have been possible by our men of all ranks in this wajr; if we would preserve these for the nation we must avoid contamination with German blood. Lord Rosebery has defined patriotism as the self-respect of races. It is to 1 e hoped that the patriotism of our race will lead us to hold aloof lrom the Germans. The German newspapers are assenting that sentiment always gives way to commercial considerations, ar.d that after the war trade and friendly international relations will l.e very much as they were before it began, and the pro-Germans among ourselves —and, unhappily, we still have pro-Germans here —and the pacifists are echoing these views, and tell us that we must be magnamimous, and forget and forgive German misdeeds. Never! There are sentiments so overpowering that nothing can stand against them, and such is our loathing of German iniquities. The evidence of German degeneracy is convincing. Immorality is widespread in Germany, not including State-regulated vice, and it is not only tolerated, bur laughed at, and is a result of coldblooded calculated materialism. THE SUPERMAN THEORY. The llerrin morale, or gentleman's morality, sanctions every indulgence of the superman at the expense of his weaker sister. Our own judicial statistics show how Germany has given to the full of evil. There were in the ten years 15971907—the last period for which returns are available —a yearly average of 20,310 petitions for divorce, while in England in the same period there was a yearly average of 9Go. The population of Germany is one third greater than that of England, but allowing for that, the divorce petitions in Germany were to "hose in England as !4 to 1. During the same ten years there were born in Germany a yearly average of ITS.Iin illegitimate children, and in England the annual average was 3.7n 1. Again allowing for the difTeivm-p In population, the illegitimate birth.!! in Germany were at 3:! to 1. BLACK FIGURES. During the same period the annual average of murderous and malicious and felonious woundings taken together was. in Germany 172.0.",:;. in England 1,3.">n, which a-ain. allowing for population, gives SI of the-e crimes in Germany to one in England. Surely this revolting stale of matters throws a Hood ot light on the brutalities and bestialities committed by ihe German soldier in Belgium and France, and on their murderous attacks upon us by land and sea. It justifies the conclusion that there is a general moral deterioration of (he people which has been responsible for many of (he horrors of this war which have soiled the name of Germany for ever. XO REPUDIATION. These crimes have been perpetrated wherever the German soldiers have been, and have not been repudiated by the Germa.ii people, but have indeed been approved and applauded by all (lasses, including leaders of science, art, religion, literature, and seem to be the accredited manifestations of German "kultur." It will take at least 10 0 years to raise the German people out o( that debasement, and for so long -at any rate there should be no mating between the English and the Germans.
