Notice of Special Order.

N-jtice is heieby given that at a I special meeting oi the Franklin j County Council held on the oth day ! of March, 1014, tho following reso- | lution was passed : The Franklin County Council : hereby makes by special order the I following By-Laws in pursuance and I exercise of authorities and powers | vested in it in that behalf by the | provisions of '''lhe Counties Act, i 1908," and its amendments and in j pursuance and exercise of every other '■ power anl authority (if any) enabling it in that behalf. The short title of tho By-Laws is "The By-Laws of the Fiankliu : County.'! The object and purport ! of the said By-Laws is as follows : i Part I. Order cf Proceedii.gs. : Provides for Annual Meeting, appointment of Finance and Works, and other Committees and constitutions thereof: order of business'; voting at meetings : giving of notice of motion and moving same, and the order in which same shall be received and dealt with ; standing orders for ! regulating the debates at mooting?, ■ proposing, amending and withdraw- ! ing motions; ruling of Chaiiman on j points of order and effect thereof; j powers of Chairman ; Duty of Coun- ! cillors to attend Council Meetings | and the rights and powers of councillors; voting at meetings; ComImittees; calling meetings ©f same and recording proceedings thereof: the presentation of petitions and the contents and form thereof ; duties of Councillors presenting same: The Election of Officers of the Council; advertising for applications; salary to be fixed and specified in advertisement ; security to be given in certain cases, and the expense of preparing same to be borne by person providing same; public works; laying plans and specifications before the Council; ratepayers to havo power to inspect; disbursement of moneys ; procedure for authorising same ; only £lO 0s 0j to be disbursed between any two ordinary meetings. Part 11. The Regulation of Heavy Traffic within the County, Vehicles to be licensed ; license fee to be regulated by weight of vehicle and width of tyres: method of computing weight for atone, gravel, timber, wool, etc; di-pensing with license fee in certain c scs : tyroi io be of a specified width in certain cases; application for heavy traffic license ; fee to be paid on application, form c f application and form of license; vehicles an! licence* to be numbered; prescribing method of numbering vehicles; licenses to expire on 31st December in each year; poweis of Constables and Council officers, (o compel inspection of vehicles; drivers to submit their vehicles to inspection; prohibiting the use of bullocks on th > County roads from May to October in any year ; safeguarding bridges and culverts, and forbidding certain loads to cross same: exemption of buggies and gigs from operation of heavy traffic by-laws ; Bond that road will be repaired may be demanded by Council, prescribing terms thereof; penalty not to exccel £2OO. Part 111. Billiard Rooms, Shooting (Jalleries and Buildings for Public Meetings must be licensed , prescribing form and fee therefor of license, same to be in force for one year only; billiards not to be played in licensed premises on Sundays or after 10 p.m., disorderly conduct may entail cancellation of license.

l'art IV. Emulation of Traffic Generally; prescribing lights to bo cairied on vehicles at night, alarms to be earned by certain vehicles. Horses not to stand ou roads unattended ; nor to be cleaned or clippod ; drivers to proceed round corners at walking pace; horseless vehicles not to proceed at a greater speed than 20 milts per hom except on Hunua Gorge Road and Tuakau Beach Road where spee 1 not to exceed 5 miles per hour. Provision of Motor Cars Registration Act relating to exhibiting lights and carrying warning signals to apply. Part V. Building-*. Definition of "erection of a building"; "site" definition of term : Provisions for minimum building area ; road frontage t■) b8 not less than 6b' feet and aiea not less than ] acre in case of a dwelling house, or 40 feet and 1 (sth acre in case of a shop; forbidding gale or other disposition of property whereby these provisions are contravened, saving subdivisions alreadyapproved ; discretion given to Council to relax or dispense with observance of By-laws in certain cases provided applicant show merits. Part VI. Cattle. Forbidding passage of same along any footpath; duty of persons in charge of same to prevent breach of this regulation ; forbidding any person to ride, lead or drive any horse or vehicle along . any footpath, saving howevi r where necessary to reach road or for other lawful purpose. Part VII. Special provisions to indemnify the Council for injury to roads arising from caniage of coal, stone, quartz, ore, timber, flax, etc, from any quariy, mine or mill; particulars, as to number of journeys vehicles intended to be used and weight of load, etc., to be supp'ied to Council seven days before traffic commences: estimated cost of damage arising from such traffic to be furnished and same to be paid to Council; further damage arising from continuance of traffic to b> paid; Statutoiy lights or rights under any amending By-Law reserved in respect hereof. Part VIII. Passage of Traction Engines over County Roads. Prescribing necessity for an assistant to travel beforo engine to warn any j person approaching ; duty of driver of engine to stop where required to enable driver of vehicle or stock to I pass; no traction engine to travel over County roads between sun*ot , and midnight; prescribing conditions under which same may tiavel between midnight and sunrise; 10 miles per hour to be maximum speed on public road and 'J miles per hour iu town or villago and - miles per hour when crossing a bridge or culvert; whistlo not tu be ounded or steam exhausted under circumstances: driver of traction engine forbidden to stop on a bridge or culvert; ashes and other refuse to be spread evenly ou road

Pert IX. Conservation cf Public Health and Convenience; Cesspits to be cleaned out, powers of Council to recover costs for cleaning same ; offensive matter not to be spilt or cast upon any load : presciibing minimum distance ofpiivy from road or dwelling; Couucil to grant licenses for removal of night-soil : only authorised persons to remove same ; householders to provido proper receptacles for privies and shall prevent any nuisance ; powers of Inspectors or other agent of Council to inspect condition of privies; swine not to be kept less than 40 feet from a dwelling nor wiliin 100 feet of a public road.

Patt X. Cemeteries. l>ivision of a ceietery into lots, only six lots to be acquired by any one person ; no peisoa allowed to transfer lot to another ; clerk to koep record of lots sold ; receipts for purchase money to be given. Burial warrant to bo obtained eight hours beforo interment; prescribing forms of application for burial warrant, and certificate of purchase of burial plot, and fees for same. Burials permitted only between sunrise and sunset; giaves may be fenced; tombstones, e*c, may be erected and inscriptions must be submitted to Council: vaults to bo excavate 1 only with leave of Council; same must bo constructed in accordance with certain specifications : coffin to be lined with lead or other approved metal; Council may repair neglected vault and charge cost against purchaser ; horses and vehicles excluded from Cemetery except for purpose of funerals.

Part XI. Hawkers and Pedlers. Same mus f be licensed, foims of application and license, and fees; license u;ust be carriol; occupation must be printed on hand-cart ; hawker or pe Her not to loiter or remain stationary; exemptions under Auctioneers Act, 1008, etc. Part XII. Penalties. Same shall not exceed £5 0s Od for any one offence; no exemption given by these By-laws of compliance with othei By-Laws or General Laws. And notice is hereby further given that the said resolution will be submitted for continuation at the special meeting of tho Franklin County Council to be held ou THURSDAY, the Oth day of April, 1011, at the Council Chambers, Pukekohe. at 10..'10 a.m., when the date on which the said By-laws will come into force will be fixed.
