Legislative Council.

[Own Correspondent.] Wellington, October 21. First Headings. In the Legislative Council yesterday, The Animals Protection Act Amendment Bill, and the Eradication of lice in Sheep Bill, were read a first time. Second Readings. The Colonial Secretary moved the second reading of the District Railways Leasing and Purchasing Bill. Sir George Whitmore spoke in opposition to the Bill. Mr. Waterhouse moved that the Bill be read a second time that day six months. Replying to a question The Speaker said the Bill was undoubtedly a money Bill. Mr. Oliver urged that the proper way was to deal with each railway separately, and on its own merits, and not take powers for dealing with all the district railways alike. He said threats had been made that if the Bill was not passed by the Council certain other measures would be abandoned by the Government. Captain Fraser thought Mr. Oliver should give the names of those who had made such threats. Mr. Oliver explained that what he had said imported no charge against the Government. After a long debate Mr. Waterhouse’s amendment was carried by 21 to 9, and the Bill was thrown out. The East and West Coasts Railway Bill was received from the Lower House, and read a first time.
