House of Representatives.
[Own Correspondent.] Wellington, October 21. The House met at 2.30. First Readings. The Civil List Act Amendment Bill was introduced by Mr. Stout, in Committee, and read a first time. Mr. Stout moved that an amendment made in Committee, in the East and West Coasts Railway’s Bill be agreed to. Mr Rolleston moved the re-committal of the Bill, with a view to inserting a clause “ that no other railways, than those specified, be constricted under the provisions of the Bill.” Mr. Stout did not consider that course necessary, as any fresh contracts would have to obtain the sanction of the Haase. Several members intimated the intention of proposing amendments if the Bill was recommitted. Mr. Seddon advised Government not to consent to the Bill being re-committed, for if it got into Committee again, they would not get it out in a hurry.
Sir George Grey thought the Bill uhould not ba allowed to proceed without further information as to the land to be taken lor the construction of the railway. After further discussion the motion for recommittal of the Bill was negatived by 49 to 15. The Bill was then read a third time and passed. Third Readings. The Westport and Greymouth Harbor Board Bills were also read a third time and passed. The Government Insurance Association Bill was further considered in Committee. In clause 7, on the motion of Mr. Stout, a provision was inserted “ that every policy holder of full age, insured for not loss than £lOO, whose policy has been in existence for six months, should be qualified to vote in the election of Directors, Progress was reported, and the House adjourned.
