[Reuter’s Telegrams.] Melbourne, October 13. Another case of small-pox has occurred in this city. October 20. It has transpired that Mr. Stout, Premier of New Zealand, has telegraphed to Mr. Service, requesting to be supplied with further information regarding the proposed protest to the Imperial Government against the conclusion of a convention with Germany regarding the Pacific annexation.
