BOROUGH COUNCIL.
Last evening there were present at the Council meeting Crs. Townley (in the chair). Brown, Tutchen, Lewis, Whinray, Tucker, and. Clarke, The minutes of last meeting were read and confirmed, The correspondence inwards and outwards was then read. CARNARVON STREET, The following report from the Engineer in connection with this matter was read ;— Gisborne, Dec. 4th, 1882, To His Worship the Mayor and Borough Council of Gisborne, Gentlemen,—ln conjunction with your Public Works Committee, I have, as requested, examined Carnarvon street relative to shingling, &c. : 111) thickness and 48 width measurements were made, giving au average, north of Gladstone road, of lj| thick and 11 feet 3 inches wide on the east footpath 1A thick and 11 feet 5 inches wide, equal to 3.48 cubic yards per chain. The roadway 2,|, thick and 19 feet 3 inches wide, equal to 8.82 cubic yards per chain, or both footpaths and roadway equal to cubic yards per lineal chain. South of Gladstone road: East footpath 11 thick and 11 feet 6 inches wide, equal to 2.92 cubic yards per chain. The roadway is thick and 18 feet 3 inehes wide, equal to 9.29 cubic yards per chain, or both footpaths and roadway equal to JO cubic yards per lineal chain. North of Gladstone Road the distance is 20 chains, including the crossing of Palmcraton Road, which has been shingled, giving a total of 309 cubic yards. South of Gladstone Road 12J chains, giving a total of 191 cubic yards, or the whole distance formed and shingled equal to | 32$ chains, with a total quantity of sningle of 500 cubic yards.
Distance as per specification 36A chains, equal to 961 cubic yards of shingle, leaving a deficiency of 561 cubic yards. The specification does not state what portion of Car-narvon-street was to be formed and shingled, but from the distance given I take it that it was intended from Aberdeen Road to the southern termination of the street, and that there are two chains at the south end neither formed nor shingled. Cr. Whinray moved, Cr. Tucker seconded and it was carried -“That the report be accepted.” Crs. Tucker, Clarke, Tutchen, and the Chairman, spoke with reference to the question. The Engineer, Mr Drummond, here said that he should like to have an opportunity to reply to the report of the Committee seriatim, as he had never had an opportunity of seeing it before it was placed before the Council.
Cr. Tucker thought it would only be fair to allow the Engineer to have an opportunity of replying to the allegations made. He thought that the Council should give him time to consider the matter. In the course of one week the shingle would not fly away. Cr. Brown was of the same opinion, and it was carried that Mr Drummond be allowed an opportunity to reply to Mr Tatley’s report. Mr Drummond stated that he would not go on the ground before his reply waa placed before the Council. Cr. Tutchen : Yes, but I know that Mr McDavitt wants the money. The Town Clerk desired to know how it would lie if the contractor went to the Council for the money they owed him. Cr. Lewis thought it w'onld be better to wait for a week without taking any action. An amendment by Cr. Tutchen to the effect that the work be finished according to plans and specifications was not seconded. The motion to allow the Engineer time to reply to Mr Tatley’s report was carried.
Cr. Clarke then proposed, Cr. AVhinray seconded, and it was carried, “That the contractor shall be called upon to make good the deficiency of the gravel in Carnarvon street contract.” .Mr McDevitt then wished to speak to the Council. Cr. Lewis moved, Cr. Tucker seconded, and it was carried, that Mr McDevitt be heard, Mr McDevitt said that a slur had been put upon him. He declined to put another yard of metal on the road, and the Council might go to Court in the matter, and see who was right and who was W’rong. He was not a good speaker, but he knew what was right, and he would therefore say nothing more about it. Cr. Tutchen made some remarks as to this inattar, and said that ho was fully satisfied that the work had not been carried out according to contract. WATER MUIU’LY. Crs. Whinray, Clayton, and Townley had no report to make rc the Water Supply. It was resolved that the matter stand over until after the next meeting of the Harbor Board. Cr. Tutchen moved, Cr. Lewis seconded, and it was carried, “That a Committee, consisting of Crs. Tutchen, Tucker and Clarke, wait on Mr Tole re the Water Supply ut Patutahi,” INSPECTOR OF NUISANCES. The Inspector’s report was read and considered, and it was resolved that any person depositing rubbish, except at the Depot would be prosecuted. RETURNING OFFICER. Cr. Clarke proposed, Cr. Lewis seconded, and it was carried, “That Mr F. Piesse be appointed Returning Officer for the Borough of Gisborne,” The following is a notice of motion given by Cr. Clarke, viz.:--“That the Engineer shall prepare plans of a main drain from the Turanganui river as far as Page’s Hotel. The construction to be of pipes 3 feet in 1 diameter, with connecting pieces every six I yards. The drain to be from high water j murk, with a sufficient gradient to allow of ! the greatest possible length being ultimately j attained.” Several accounts were passed for payment. After a long and desultory discussion about the Wharf and various other matters the Council adjourned at a very late hour.
