Cherif Pasha, President of the Council of Ministers, has issued a manifesto setting forth a programme of the reforms proposed to be carried out in Egypt. The manifesto suggests that the present Europea,n control of Egyptian financial arrangements should be maintained. The Khedive has expressed his approval of the ministerial programme.
